As per the Cabinet Decision No. CMN/25/0150/820/004 dated 10th February 2025, the Rural Development Bureau was established under the Ministry of Rural Development, Social Security, and Community Empowerment as the central institution responsible for implementing the integrated Rural Development Program.
While empowering the community by applying participatory development approach, contributing through training, research and provision of information, to maximize their active participation for sustainable rural development.
By having partnership & coordination with the World Food Programme and other government sector entities, to entrust sustainable livelihood and urgent food & nutrition needs by introducing new guidelines, raise standard of Knowledge and evidence, provide technical and professional competencies and financial assistance to the target population to ensure sustainable recovery and raise quality of living standard.
Preparation and implementation the policies and programs that ensure the social security and welfare of all the citizens, providing financial security and social benefits for the workers, elders, persons with disabilities and other vulnerable groups, supervision and coordination the Institutes established with the aim of minimizing the poverty in compliance with National Development Goals.
The role of the Department of Social Services is transforming the marginalized and disadvantageous communities into active participants of National Development through self- empowerment and policy making, implementation various types of pragmas and researches from National level to grass root level for achieving that target, while addressing the issues they have been facing.
The Sri Lanka Social Security Board has been established for providing social security and financial security for the people in the informal sector and the other vulnerable people who are not covered by formal pension schemes or welfare schemes. Its main objective is promoting the social welfare and ensuring the financial stability in the old age, disability, diseases and other unbearable situations in the life, through the contribution benefit schemes.
The National Council and National Secretariat for Persons with Disabilities were established under the Protection of the Rights of Persons with Disabilities Act No. 28 of 1996. Its vision is to be made the persons with disabilities as participants of National Development. The main objective of this Institute is to execute the provisions of the Act for creation the equal opportunities for persons with disabilities.
The main objectives of this Institute are promotion and protection the rights of the elders, identifying the problems faced by the elders and preparing policies accordingly and implementation those policies, using their knowledge, skills and experiences for the social development again, guidance and providing various types of assistances for the elders who need them and maintaining a date collection related to the elders.
This division builds mental well-being by using psychological counseling and therapeutic methods to address the mental health problems, mental imbalances, and various psychosocial issues faced by the community.
To facilitate the registration and oversight of all operative non-governmental organizations in Sri Lanka, ensuring their adherence to government policies and regulations.
The Community Empowerment Division has been established to coordinate activities related to the implementation of community empowerment programs. It also plays a role of carrying out operational activities in order to achieve the objectives of the empowerment programs such as the National Empowerment Program implemented by the Department of Samurdhi Development, the empowerment program implemented under the World Bank Funds and the empowerment programs implemented under the funds of Asian Development Bank and providing the guidance on behalf of the Ministry. In addition, this division supervises the activities of all divisions of the Samurdhi Development Department and coordinates all the line ministries, departments and institutions operated relating to community empowerment.
The Samurdhi Development Department has been established with effect from 03.01.2014 merging the Sri Lanka Samurdhi Authority, the Sri Lanka Southern Development Authority and the Upcountry Development Authority under the Samurdhi Act No. 01 of 2013 as amended by the Divi Neguma (Amendment) Act No. 02 of 2017. At present, the Department of Samurdhi Development is implementing projects to empower 2 million of poor, extremely poor and low-income families over a period of 5 years with World Bank loans and Asian Development Bank funds. In addition, 1097 community banks and 335 community banking societies have been established all over the island to provide loans and other services.
